Summary

The intent of this Request for Proposal (RFP) is to identify a qualified company that can offer the highest levels of quality and support in the area of High-performance computing and storage system prototype. The university expects the proposed solution to be a complete system that can be used to support AI and HPC research workload. The proposed system should include all the hardware components necessary for computing, storage, networking, power and backup, containment unit, necessary wirings, connectivity modules and installation which are compatible with existing CMKL university infrastructure. The system will be installed on-site at CMKL University at 7th Floor, Central Library Building, King Mongkut’s Institute of Technology Ladkrabang (KMITL). The system is procured as part of research grant no. C10F630049 by Competitive Program Management Unit (PMU-C), Office of National Higher Education Science Research and Innovation Policy Council as the hardware component in Data Platform for AI in Covid-19 situation (“แพลตฟอร์มข้อมูลเพื่องานด้านปัญญาประดิษฐ์ในสถานการณ์โควิด-19”).

CMKL University, in collaboration with PMU-C digital program, Ministry of Higher Education, Science & Innovation is aiming to provide an AI/HPC platform to support collaborative researches among research groups in multiple universities across the countries to collectively share research data & IoT sensing data, AI training or high-performance computing workloads, and prototype AI or inference services. The system aims to be a prototype infrastructure to support peta-scale computing, network and storage workload to accelerate the time required to train large AI models, allowing researchers in universities and startups access to domestic AI/HPC services. The system will also serve as a part of a federated national AI research infrastructure to allow researchers across different regions to be able to collaborate and work on the shared infrastructure. We expect the provider to be able to acquire, install, and integrate all related hardware components of the system which can be connected through high-speed network connectivity with existing university infrastructure.

What kind of documents which must be submitted to the university?

Required documents submitted via email (using organization email account)

- Proposal (Download Template)

- Bill of Materials

- Signed Quotation

- Signed non-collusive certificate

- Latest Company Financial Statement & registration (showing at least 70M in registered capital or current assets)

What about insurance requirements? And when I need to submit the Certificate of Insurance?

The university requires 5% of the quotation amount to be the Certificate of Insurance.

- The Certificate of Insurance can be in the form of cash, security deposit, or bank guarantee from a qualified surety company.

- The Certificate of Insurance must be received and approved BEFORE commencement of operations.

- The Certificate of Insurance or Bank Guarantee will be refunded after 1 year after the completion of installation.

- The Certificate of Insurance or Bank Guarantee is NOT required when submitting the proposal

*The contractor must maintain the insurance for the duration of the project or the term for which the services will be rendered. The certificate must evidence coverage as required by the University.
